The Bennett Papers were created and compiled by Senator Wallace F. Bennett and his staff during four six-year terms in the United States Senate from 1950 to 1974. the papers arrived at the Harold B. Lee Library in numerous shipments during the second half of 1974 and the early months of 1975. They were transported by the U.S. Postal Service from Senator Bennett's Washington office and from Bennett's Paint and Glass in Salt lake City, Utah, where a large segment of the early files were stored. Many of the 200 large cartons arrived in a dilapidated physical condition; some had burst or split open. However, no papers appeared to have been lost in transit. Prior to shipment, most of the files were microfilmed and a copy of the film is preserved with the papers. In some instances, the microfilmers seriously marred the original order of the files and their contents.
Access to the Bennett Papers or copies thereof may be obtained only with prior written consent from Wallace F. Bennett or his designated legal representative until July 1, 1985, after which date the restriction will be reviewed by the Harold B. Lee Library and Senator Bennett or his designated legal representative.
All literary rights once possessed in the above described Bennett Papers by Wallace F. Bennett have been transferred to the Harold B. Lee Library with the express understanding that Senator Bennett retain certain rights pertaining to use.

Wallace Foster Bennett, son of John Foster and Rosetta Wallace Bennett, was born in Salt lake City on November 13, 1898. His father was brought across the plains at age three in a covered wagon in 1868 with a group of emigrating Mormons.
In 1896, John Bennett and some friends bought a bankrupt paint business. As its manager, Senator Bennett's father built it into a thriving paint manufacturing and glass distributing organization.
Young Wallace went to public schools in Salt Lake City and later attended the University of Utah. After interrupting his schooling for service in World War I as a second lieutenant of infantry, he graduated with an A.B. degree in 1919.
Bennett served as principal of the San Luis Stake Academy, Manassa, Colorado (an LDS Church School) for one year (1919-1920). He entered his father's firm, Bennett Glass and Paint Company, as an office clerk in 1920. Successively, he became production manager, sales manager, general manager, and from 1938 to 1950, president. In 1939, with three partners, he found the Bennett Motor Company, a Salt Lake City Ford dealership and served as its president until 1950. Since 1950, he has served as chairman of the board of directors of both Bennett Glass and Paint and the Bennett Motor Company. In addition, he has served as director on the boards of a number of other western banks and corporations.
Bennett's ability and popularity as a business man became widely recognized. After serving as vice president of the National Paint, Varnish and Lacquer Association and president of the National Glass Distributors Association in the 1930s, he was elected president of the national Association of Manufacturers in 1949. He was the first representative of small business to serve as president of the NAM.
When politics attracted his interest, he ran in 1950 as a Republican candidate against Democratic Senator Elbert D. Thomas, who, for eighteen years had been one of the key figures in the New Deal. Thomas was considered virtually unbeatable, but Bennett won that election and has been reelected three times, in 1956, 1962, and again in 1968. Upon completion of his fourth term in 1974, he became the first popularly elected senator in Utah's history to retire voluntarily.
During his 24 years in the Senate, Wallace F. Bennett became recognized as one of the nation's leading fiscal and monetary experts. His Senate colleagues of both parties and widely varying political philosophies had high praise and esteem for his expertise and contribution when he retired in 1974. His record of Senate service is long and varied. As the ranking Republican on the Senate Banking, Housing and Urban Affairs Committee (from 1969 to 1973) and the Senate Finance Committee (from 1971 to 1973), he was in a unique position to deal with national monetary and fiscal problems. He enjoyed remarkable success in recommending and achieving solutions to problems affecting our coinage system, the soundness of the dollar and preserving a sound and dynamic banking system.
His expertise was not limited to his major committee assignments, however. They ranged from membership on the Joint Committee on Atomic Energy to a leading role in the enactment of the Truth-in-Lending Law; from the Vice-Chairmanship of the Senate Ethics Committee to major housing legislator; from the Committee on the Chaplain and an occasional assignment to open the Senate with prayer to sponsorship of major fund legislation to achieving much needed water and power projects for his arid state of Utah; from a major role in the Tax Reform Act of 1969 to a leading and successful advocate of improved air service for utah and the Intermountain West; and, he was the only man in Congress who successfully modified the 1968 Gun Control Act when he supported a bill removing the cumbersome record keeping provisions on rifle and shotgun ammunition.
As one of the Senate's outstanding conservatives, Bennett generally opposed the multitude of antipoverty programs introduced during the Johnson Administration. He felt that the programs were not properly structured to do the job of eliminating poverty. they were too elaborate, poorly managed and caused a wasteful drain of revenue at the taxpayer's expense. He emphasized that the skill, the training, and the ability of its people was America's greatest resource. With this in Mind, Senator Bennett supported legislation for certain forms of federal aid to higher education and vocational training and strongly opposed the repeal of Section 14 (b) of the National Labor Relations Act. He favored the basic rights of the American working man to accept or reject the services of the organized labor unions on their merits.
The conservation and proper usage of our natural resources has always been a deep concern of Senator Bennett's. He played a key role in approval of the Upper Colorado River Act and has stated the primary disappointment of his legislative career is that the project [was]. . . still uncompleted in 1974. In addition, he was instrumental in passage of the Small Reclamation Projects Act, the Watershed Act of 1954, the Dixie Reclamation Project and was especially instrumental in obtaining proper funding for many Utah water projects -- al of which have benefited arid areas throughout the nation. Under the Eisenhower Administration, he played an important role in developing the Mission 66 Program which has resulted in dramatic improvements in all national parks and monuments. It was Senator Bennett who first called attention to the scenic possibilities of the Canyon lands areas and he was a leader in the battle to make it a National Park.
As a member of the Joint Committee on Atomic Energy and the Joint Committee on Defense Production, he authored the Industrial Dispersal Amendment, enacted in 1956, which played an important part in bringing the missile industry to Utah. Later, his depletion allowance amendments for Beryllium and for minerals in the Great Salt lake led to the establishment of new, major industries in Utah. He supported President Nixon's Southeast Asia policy and United States military involvement in Vietnam, believing that "Communist success in South Vietnam would go far in convincing other Communist elements throughout the world that news 'Wars of Liberation' can succeed."
During his business and public career, Senator Bennett delivered
hundreds of speeches and continued to be a much-sought-after speaker in
retirement. He is the author of two books,
On September 6, 1922, Wallace Bennett married Frances Marion Grant,
the eighth daughter of Heber J. Grant, the seventh president of the Church of
Jesus christ of Latter-day Saints. The Bennett's have five children, three sons
and two daughters, twenty-seven grandchildren and one great grandchild. Mrs.
Bennett is also an author, having written the delightful book,

The Bennett Papers comprise the documentation of twenty-four years of service in the United States Senate and consist of a wide variety of record types, including correspondence, statistical tables, speeches, press releases, financial records, photographs, printed material, clippings, notes, etc.
A conscientious effort has been made to maintain the filing system used by the Senator's office staff and to preserve the original order of each category or series. The papers are arranged in eight basic series, viz., correspondence, legislation, executive branch, Utah matters, political affairs, publicity, office administration and personal. Within each series the primary arrangement is usually chronological, by year or blocks of years, and alphabetical et. al, thereunder. The locations of descriptions of individual series are listed in the table of contents.
Characterizing a series as "correspondence" means that it is comprised almost entirely of correspondence; it does not mean that the series contains all the correspondence in the collection. There are letters in all the files. In many instances, the secretary would make several carbons of a letter, filing one in the alphabetical file, one in the chronological file, one in the legislation file and perhaps one in Utah matters, depending on the subject of the letter.
"Source" files can be found in most series, but are prevalent in Series 3B. Executive Branch: Departments., and Series 6C. On the Record. Source files are almost always devoted to a single subject such as water pollution and mainly consist of clippings and printed material. An occasional source file can be found in Series 2A and 2B. When an individual source file could not be conclusively placed in the context of other folders pertaining to the same subject, it was filed in Series 6C.
The names and title designations on the several container lists reflect, for the most part, a listing of file tabs and not an analysis of folder contents. Similarly, the series descriptions are concerned primarily with purpose, physical nature and arrangement. An intellectual analysis of the papers for informational content will be completed as this "preliminary" inventory is transformed into a register.
Throughout the papers, the term "box" refers to the legal or letter size document case manufactured by the Hollinger Corporation. Three such boxes equal about one cubic or linear foot of manuscripts. The term "carton" has reference to a records center carton holding one cubic foot of records. When the term "container" is used in a container list, it means that boxes and cartons have been intermixed.
It is premature to attempt a substantive statement at this point about the quality of the informational content of the Bennett Papers. The analysis that will yield such information is yet to be completed. However, it is worth noting that the papers document the immense changes that occurred in the concerns of the United States Congress during the twenty-four years of Bennett's service there.
When Bennett was first elected to the Senate in 1950, the Cold War was at its height and the basic concerns of Congress were "economics and defense." When he retired in 1974, peaceful coexistence had replaced the Cold War and Congress was primarily concerned with social problems. Also reelected in the papers is the development of a Senator. Bennett became more deeply involved in the legislative process with each succeeding term as a result of increased experience, knowledge and seniority in the Senate. Less than ten percent of the papers were generated during Bennett's first term.

The miscellaneous publications included many publications of the United States Government and the Republican Party, including such items as "Republican Research Report," "Senate Republican memo" and "Issue of the Day."

Filed here are carbon copies of all outgoing letters filed under the name of the correspondent. Most incoming letters were filed with a second carbon in a subject file in one of the other series, a designation for which is usually noted in the upper right hand corner of the carbon thereby facilitating access to the incoming letter.
As the inclusive dates indicate, this file was apparently not begun until the sixth year of the Senator's first term. Included in the 1956 file are a few letters dated 1955; but otherwise no such file as this of earlier letters has been found to exist.
This is a companion file to Series 1A, the alphabetical file. It contains carbon copies of outgoing letters arranged in chronological order. As the inclusive dates indicate, the file was not kept earlier than 1959 and the years 1960-61 and 1973-74 are missing.
This file consists of thank you letters written to Senator Bennett and by him, and letters of congratulations and condolence written by him. Field with the thank you letters composed by Senator Bennett are many examples of the publications with which the letters are concerned, giving a sampling of the variety and amount of the free publications an elected official receives. The publications will ultimately be transferred to the published holdings of the Lee Library. The arrangement is chronological and alphabetical within the year or time period designation. Despite the inclusive dates of 1951 to 1973, several years are missing from this file.
Despite inclusive dates of 1958-1973, a period of fifteen years, this file contains material for only ten years. It consists of copies of incoming requests for publications and similar type material. Filed with the original is a carbon copy of the Senator's reply, usually a form letter. The files for the missing years were undoubtedly destroyed. Arrangement is first chronological and then alphabetical by type of material requested.
Because of the sheer bulk of the mail they must answer, all modern congressmen use form letters. For the most part, these letters relate to legislation under consideration by the Congress during the years listed. both the incoming letter from a constituent or representative of a special interest group and a copy of the Senator's response to it are filed here. Ideally, these letters would be of greatest benefit to the researcher when filed in context with the legislation files to which they directly relate. Individual form letters can be found through series 2A and 2B. However, when large blocks of form l4tters were found, it was usually not possible to interfile them in series 2B, thus the necessity for this series. The researcher pursuing a specific piece of legislation will need to refer to these form letters. Arrangement is first by year and then alphabetical by name of bill or issue. If the number of the bill, or resolution was apparent, it is also included.
This file provides documentation on Senator Bennett's activities as a legislator. It contains a file on virtually every bill, resolution, or amendment authored or co-sponsored by the Senator during his Senate career. As such, it serves as a useful index to his legislative career. For example, the amount of legislation he introduced increased four-fold from his first term to his last. A typical file contains a copy of the bill, resolution or amendment, correspondence with colleagues in the Congress, constituents and special interest groups and source material on the issue in question.
Arrangement is first by year and thereunder by the name of the committee the proposed legislation was referred to. Under the committee name the arrangement of files is random, with the number of the bill, resolution or amendment given first if it was apparent.
There are files for every year Bennett served in the Senate but very few files exist for the 87th Congress, 1961 and 1962.

This file provides partial documentation of the relationship of Senator Bennett's office and the office of the President of the United States, and contains several letters signed by the President. The bulk of the documentation on contacts between the two offices on a specific legislative issue will be found in the legislation and Senator's Bill file. Most of the contacts herein are the result of a constituent inquiry relating directly to the purposes and bounds of an office in the executive branch, office of the president. The constituent correspondence in question is filed herein. A large and important file is the correspondence regarding the impeachment of President Nixon. Arrangement is first by year and thereunder according to the file guide utilized by the Senator's office.

Preserved in this series is the evidence of the relationship between Senator Bennett's office and the departments of the executive branch of the federal government. the files contain correspondence source material and bills and resolutions pertaining to: problems and requests of constituents and special interest groups; legislation; and Utah matters and facilities under the jurisdiction of the several departments or divisions thereof. Arrangement is first by year or blocks of years and then alphabetically by department.
As with series 3A and 3B, this file documents the relationship between Senator Bennett's office and the various independent agencies, such as the Atomic Energy Commission and the Veterans Administration, of the executive branch of the federal government. As with most files in the papers, a great deal of correspondence is present here. A fair amount of source material is also contained in the files. The materials indicate that the contacts initiated by the Senator's office were of three main types--those on behalf of a constituent or special interest group, those requiring an exchange of information regarding a piece of legislation, and those relating to a Utah facility under the jurisdiction of one of the agencies.

Letters from firms, constituents and special interest groups in Utah abound throughout the Bennet papers. Those letters relating to legislation, a bill sponsored by Senator Bennett, or a matter of national interest are filed in the appropriate series. Preserved in these two series are materials related either solely or primarily to Utah matters and schools. Also filed here are copies of letters relating to both a Utah matter and a national matter or piece of legislation. A partial purpose of both series may have been to serve as a companion file to political affairs (Series 5) in order for the Senator and his staff to remain continually sensitive to the needs of constituents and other Utah concerns. The subject files in these two series include an entry for industry, LDS Church, General, Symphonies, and, of course, the Utah Collegiate institutions.
This series documents the political activities of Senator Bennett and his staff in the Senate, in the national Republican party in Utah. Evidence is present dealing with contacts at the national, state and local level. The inner workings of the Senate regarding Committee membership, etc. and the political patronage that is the inevitable accompaniment of a public office are well documented. There is material on the campaigns of 1958, 1960, 1962, and 1968. (See also the Clip File, Series 6A). The years 1951-1952 and 1959 are not represented and subject categories are missing in several other years as well.

This is a file of clippings from newspapers and magazines on political figures, events, and subjects gathered by the Senator's staff for use as a source file. The clip file was probably drawn upon in compiling press releases, speeches, and legislation. Some files, such as those of Barry Goldwater, Nelson Rockefeller, George Romney, the Internal Revenue Service, and Reed Benson contain copies of correspondence, speeches, and occassional press releases. This series is arranged in chronological order and alphabetically within each year. A large file on Senator Frank Moss and our own Governor Calvin Rampton are included and each is arranged chronologically.
No information is contained in the finding aid as to the box list for this series.
This appears to be an administrative file documenting the general publicity the Senator received through television, radio, newspaper, newsletters, photos, etc., and was probably maintained by the press secretary. This file contains correspondence, clippings, and occasional press release, and campaign materials. It is arranged chronolgically.
As suggested by its title, this series consists primarily of those materials in which Senator Bennett went "on the record," such as pages from the Congresssional Record, speeches on the Senate floor, statements before congressional committees, and press releases. Aslo include are materials used as an "on the record" source file and a "praise file" containing extremely positive constituent feedback. This series consistes of four subseeries: 6C-1, General and source file; 6C-2, Speeches on the Senate floor and statements before committees; 6C-3, press release file; 6C-4, praise file. Within each subseries, the material is in chronological order, and there under alphabetical.
This series contains the Senator's speeches given outside the Senate to civic organizations, clubs, political gatherings, banquets, celebrations, etc. Included are notes written by Bennett for his speeches, information gathered as source material for speeches, and correspondence and press releases concerning the speeches. Arranged chronologically, this series documents the evolving sophistication of the Senator's speech writing, his popularity as a public speaker, and the wide range of topics that were of importance to him. A compilation of the speeches he gave at prayer breakfasts and other religious gatherings is included.
This series documents the inner workings of the Bennett office including information on staff relationships, the clerical and financial routine of running the office and relationships with the administrative body and procedures of the United States Senate and its permanent officers and staff. Included here are appointment books, desk calenders and guest books for a few years.

This series concerns invitations accepted and declined by the Senator, his business interests and connections, his insurance program, and trips. As the title indicates, most of the correspondence is personal rather then realting to the business of the Senate. The years 1958-1960, 1972-1974 are not represented by files.
