Biographical HistoryIntroduction
Kenneth Dale Wells was born June 23, 1908. In 1949 he co-founded the
Freedoms Foundation at Valley Forge (FFVF) with Don Belding and Edward Hutton.
He retired after serving twenty years as president of the FFVF. In his
retirement, Wells looked for more ways to serve mankind. He and his wife Ruth,
along with some associates, organized the Family Foundation of America
(hereafter referred to as "FFA," or "Foundation") in
Williamsburg, Virginia. Later they would move the organization to Edgewater,
Florida, where the Wells' retired. This change in location brought with it a
change in purpose, a change that would affect the lives of thousands of
impoverished people throughout the world. This paper will explore that change
and the far-reaching projects of the Family Foundation of America. It will be
shown that the Family Foundation of America evolved into a humanitarian
organization which would positively affect the lives of thousands.
The Family Foundation: Phase I
The Family Foundation of America was officially organized and
recognized by the Commonwealth of Virginia in May, 1977.
[[1]](a)It's original purpose was ideological in
nature, specifically "to preserve and elevate the role of the American
family as the foundation of American Society."
[[2]](b)As originally organized, the Foundation
reflected an educational purpose: to enhance the power of the family and the
home within American society, and to emphasize the ideals expressed in the
American Credo.
[[3]](c)Wells set goals for his new organization which
were characteristically optimistic, such as a $1,000,000 yearly operating
budget and a membership of 100,000 by the following November.
[[4]](d)The Foundation failed to accomplish these
goals, but still attempted to educate the populace about the role of the family
within society. In 1978, the FFA attempted to sponsor a program to elevate
"probity, integrity, honesty, and nobility of character in the nation's
family, economic, educational and political life."
[[5]](e)Unfortunately, the Foundation never found a
co-sponsor for the colloquium and the project failed. However, not all FFA
educational endeavors were unsuccessful. For example, in 1979 G. Newton
DeShazo, FFA Director of Educational Programs, delivered a paper entitled
"The Family, Society and Home Economics Education -- Strength in
Unity" to the Virginia State Vocational Home Economics Education
Conference.

The Family Foundation: Phase II
In the early 1980s the Wells' moved to Edgewater Florida, taking the
FFA with them. In 1985 the Foundation registered with the Secretary of the
State of Florida. As presented in its revised "Articles of
Incorporation," the Foundation's purpose was threefold: (1) [to advance]
religion, charity, education and any other related or corresponding charitable
purposes by the distribution of its funds for such purposes; (2) to [provide]
physical and moral assistance to victims of the World Bestial, ungodly
practices of World Socialistic Communism; (3) to operate exclusively in any
other manner for such religious, charitable and educational purposes such as
the Foundation would remain as a tax exempt organization under Federal Tax
laws.
[[7]](g)The initial goal of the Foundation was to
clothe and provide in part for 15,000 people. By October 1985 they had already
provided for 60,000.
[[8]](h)Characteristically, the Foundation raised its
sights. In a press release written at approximately the same time, Dr. Wells
expressed his goals for the Foundation "to clothe 400,000 utterly
destitute victims of war -- Communist guerrilla operations, funded by Russia,
Cuba, and the Sandanistas. [We] plan on a shipment every three weeks, from July
to December, to clothe 400,000."
[[9]](i)While reflective of the Foundation's concern
for those in Central America, this statement by no means encompasses all that
the FFA attempted to do. The Foundation would also concern itself with relief
for the poor of the United States, specifically in the Appalachian region. In
harmony with the Foundation's original purpose to educate the public about the
family and increasing patriotism, the Wells' and the FFA sponsored plays with
patriotic themes and a concert given by the U.S. Army Band. We will now explore
each of these areas.
Solicitation Activities
An analysis of FFA correspondence yields that the Foundation solicited
donations to further its causes from four primary areas: private households,
corporate America, national charity organizations, and the U.S. government and
military. Wells envisioned his organization as a means to help families reach
out and help other families, so much of his solicitation was directed towards
local families. Families could donate to the Foundation by dropping off used
clothes and/or supplies or by buying a Family Foundation membership. Through
press conferences and press releases Wells kept in close touch with the local
newspapers, knowing that a story in the local paper discussing Foundation
activities would help more than his posters and handbills.
One such local journalist was Charley Reese, columnist for King
Features Syndicate, Inc. In late November, 1988 Reese wrote an article which
directly resulted in over $12,000 in donations by the end of the year.
[[10]](j)Donations came from all over Florida and from
as far away as California and Maine. Responses ranged from a $2,000 donation
from a bank in Sanford, Florida to $6.00 given anonymously.
As the Foundation expanded its activities it looked to the
corporations of America for funding and donations. In 1987 the FFA began to
correspond with various businesses asking for donations on a large scale. For
the most part, these requests were declined. Most businesses claimed to have
limited funds for charitable work or restricted their donations to causes
nearer their home base of operations. However, some companies did donate funds
or in-kind products, such as toys, clothing, and food items. From these
companies the FFA acquired thousands of items valued at hundreds of thousands
of dollars. Quoted in a retail-value sense, these in-kind donations were
significantly generous. However, throughout its existence the Foundation would
suffer from a serious cash-flow problem. Account statements prepared by the FFA
bookkeepers show that funds donated from outside sources frequently only
covered about 50% of the costs incurred by the FFA. Therefore, cash donations
were always a priority.
Solicitations from national charity organizations were not as fruitful
for the Foundation. Applications to the United Way and various
Christian-affiliated groups yielded little or nothing. An exception was a grant
from the Edyth Bush Charitable Foundation of Orlando which helped finance the
FFA Leg Bank. Also, thanks to endorsements from various high-ranking military
officers the FFA succeeded with two groups, Army chaplains and an organization
of officer's wife's. Both proved to be fruitful sources of both cash and
in-kind donations. The Reagan Administration, unsuccessful in receiving
Congressional approval for official U.S. governmental activities in El
Salvador, provided a great deal of assistance to the FFA. A significant grant
came from the Agency for International Development (AID) which was instrumental
in the rebuilding of a Salvadoran city (to be discussed later). Also, when the
Foundation was unable to pay the costs of transporting its relief supplies to
El Salvador, the U.S. Army provided the shipping.
Shipments
After they obtained materials and decided where to send them, they
packed the donations in barrels once used for food and honey products. In the
case of Central American shipments, they packed the barrels 168 to a steel
container for ocean transport. Upon arriving in Central America trucks carried
them over mountain roads to their final destination.
[[11]](k)1984 marked the first of one hundred twenty
such shipments by the Foundation to Central America over the next seven years.
No manifests exist for the first six shipments, all sent in 1984 to Puerta
Lempira, Honduras. A summary sheet penned after the close of 1985 stated that
each of these six shipments exceeded 2,000 pounds. They were sent from Miami
River docks by steamers to the Isla de la Bahia, and from there by shrimp boats
and motor launches to Puerta Lempira, Honduras.
[[12]](l)These initial shipments to Honduras primarily
contained used clothing. Later shipments to other areas of Central America
provided a greater variety of relief aid, including tools, kitchen utensils,
sewing materials, medicinal supplies, school supplies, and garden seeds and
tools.

Appalachia
In December 1986 the Foundation began shipping relief supplies to the
poor in the Appalachian region of West Virginia, Kentucky, and Tennessee.
Shipments to Appalachia were usually sent in the winter and consisted primarily
of warm clothing and foodstuffs.
[[14]](n)Wells told reporters, "I don't want
anybody cold, I don't want any little child who can't go to school for lack of
a jacket."
[[15]](o)It became a tradition for the Foundation to
send toys to the region a little before Christmas as well.
El Salvador: Suchitoto
Of these shipments to Central America, the Foundation destined most
for victims of the El Salvadoran civil war and distributed them to refugees and
populations in need. As their first major project in El Salvador, the
Foundation rebuilt the city of Suchitoto, a city of Pre-Columbian origin and
birthplace of seven presidents of El Salvador.
[[16]](p)The FFA undertook this operation in
conjunction with theAsociacion Nacional de El Salvador de la Soberana
Orden de Malta(ANESOM, or Knights of Malta), and the Conara, Comura, and
Civic Action committees of the Salvadoran military. In May 1986 a team of five
FFA officials went to Suchitoto to survey the situation, which was anything but
safe, as described by one team member:
If we had any idea this was a pleasure trip or a vacation, the
briefing set us straight in a hurry. We were told a lot of people thought we
should not be here - we were third on the hit list by guerrillas after the
military and embassy personnel. . . . We were also told that when we visited an
orphanage or a hospital, we were to take a minimum of time and not tarry as the
longer we stayed, the information as to where we were had time to be relayed to
people who might be very interested in our presence. At this point, I began to
think that we were a little bit important and certainly the people who were
briefing us were beginning to make an impression.

In a report to the Knights of Malta, ANESOM President Gerard Coughlin
reported that they first consulted with the mayor and local priest to ascertain
the community's needs. First, the project addressed the poor health of the
Salvadorans. They established a clinic where people could come for
prescriptions, consultations, and injections. The clinic also served as a
warehouse for distributing other relief supplies. At the time of the report,
the clinic was "providing a monthly average of 450 medical consultations,
100 or more injections and 1,200 prescription deliveries to patients."

Coughlin and Wells wanted to take the effort further. They had already
provided paint and supplies to repair bullet holes found in every home and
various other relief supplies. To restore economic productivity within the
community, they built a woodshop, sewing center, classroom, and agricultural
unit from trailers. A $175,000 grant from the U.S. Agency for International
Development financed the project, which proved to be one of the most
significant accomplishments of the Foundation.

El Salvador: Leg Bank
Another project undertaken by the FFA in conjunction with the Knights
of Malta was the FFA Leg Bank, a product of the misery Foundation volunteers
witnessed among civilian mine casualties and amputees in El Salvador. The Leg
Bank acquired used prosthetic and orthotic devices from hospitals, clinics, and
private individuals, then cleaned, refurbished, and distributed them to the
amputees. The Foundation requested "any prosthetic or orthotic items, new
or used, legs, feet, arms, stump socks, braces, splints, orthopedic shoes, and
miscellaneous parts. . . . [as well as] crutches, canes, walkers, wheel chairs,
etc."

Many Leg Bank donations were from children who outgrew their need for
prosthetics. The following is the touching letter of a young girl who made such
a donation. "I need a tax credit so I can claim these 3 legs on my taxes.
Thank you. [signed] Brandi Milligan, age 9. I will probably be able to send a
leg every year until I stop growing."
[[21]](u)As of August 1988 the Foundation had sent
over $160,000 worth of artificial limbs and other orthopedic devices to
Salvadoran mine amputees.
North/Central American Activities: Duarte
Visit
In appreciation for the Foundation's efforts in El Salvador, and to
aid their fund-raising activities in the United States, Ines Duran de Duarte,
wife of El Salvadoran president Jose Napoleon Duarte, visited the FFA in
February 1986. Luncheons, teas, and awards ceremonies marked the three-day
visit. Duarte had worked in conjunction with the Family Foundation by serving
as chairperson for theComite de Senoras por Obras Sociales"
(Women's Committee for Social Work). In appreciation for her work, the
Foundation presented Duarte with the "New Order of the Ages" award,
given "to a courageous, worthy leader for 'Libertad' and
freedom."
[[22]](v)Edgewater mayor Earl Baugh, who served on the
FFA board of directors and was part of the aforementioned team sent to
Suchitoto, similarly honored Duarte with a token of friendship.
North/Central American Activities:
Spiritual/Actual Adoption
Foundation activities were by no means limited to work in El Salvador.
Wells believed that the destiny of the American nations lied in close north and
south ties.
[[23]](w)As president of the FFA he strove to aid
Latin Americans wherever possible. When communist advances in Nicaragua in late
1988 brought many refugees to Miami, Florida, Wells placed Adan Artolla and
Roger Hermann as heads of an emergency assistance committee to organize aid for
the refugees. The Foundation acquired enough clothing for 8,000 and distributed
it from a small warehouse.

In conjunction with the family-to-family aid principle, the FFA
developed a "Spiritual Adoption" program. The program allowed for
families, through a series of monthly donations, to provide the essentials for
a Salvadoran orphan. The children were either abandoned by parents who were no
longer able to provide for them, or "kidnapped by communists guerrillas
and left hundreds of miles from their homes."

As the Foundation visited the Salvadoran orphans, they found several
children whose wounds the doctors in El Salvador could not correct surgically.
Through the generosity of the Masonic Shrine Children's Hospital in Tampa, the
Foundation arranged to bring six children to the United States and correct
their injuries. The first of these children, Daisy, was beaten "so
severely [by mountain guerrillas] that not one rib was left unbroken. Both of
her legs had been broken and her right foot was completely twisted
around."

North/Central American Activities: Anti-mine
Protocol
Communist forces in El Salvador frequently used anti-personnel mines
on civilians as a means of diminishing confidence in the established
governments. As Wells worked with mine victims, his distaste for this inhumane
use grew. Eventually, he thought it had reached a similar point as the mustard
gas used in World War I. In 1925 leaders of the world banned the use of mustard
gas. Once again in conjunction with Gerard Coughlin of the Knights of Malta and
also with El Salvador President Felix Alfredo Cristiani, the FFA proposed to
President Reagan that the United States of America encourage the leaders of the
world to meet again and resolve a protocol outlawing mine use in warfare. The
Foundation proposed to host the conference at the El Salvador Sheraton with a
$275,000 grant from the U.S. Agency for International Development. This time
A.I.D. denied their application and the Foundation failed to accomplish the
goal.

Other Activities in North America: Plays and
Concerts
While focusing his attention on the impoverished of Central America
and Appalachia, Wells never forgot the Foundation's original purpose to educate
the populace. Wells wrote and produced four plays dealing with Revolutionary
America: "The Rally Gals," "Meet Martha Washington,"
"Shush!" and "A Council of Generals." On the weekend of
Washington's birthday 1989, the Foundation sponsored two concerts of the U.S.
Army Band, "Pershing's Own." The Foundation hoped the concerts would
raise funds as well as consciousness, although they didn't turn much of a
profit.
The Sears Flood and Bankruptcy
In fact the Foundation almost never broke even on anything, and the
organization eventually went bankrupt in 1990. In early 1989 the Family
Foundation was dealt its fatal blow. Kathleen Cassata, FFA Corporate Secretary
reported in a statement on 18 January 1989, that a repairman from Sears,
Roebuck, and Co. came to the FFA headquarters in answer to a service request
that apparently had come from a residence down the street from the Foundation.
During the next night a hose adapter burst and flooded the warehouse, damaging
two shipments destined for El Salvador and Appalachia. Cassata reported
extensive damage to all materials, as well as warehouse furnishings and
photo-journals belonging to Wells. While liability for the accident was never
proved, Cassata describes claims adjusters who promised immediate settlements
to keep the business going, but states the payments never came.
[[28]](bb)Wells initially estimated the damages at
$100,000, due to lost productivity, cleaning expenses, replacement of boxes,
and disrupted distribution networks which extended suffering among those people
the Foundation helps.
[[29]](cc)On January 13, Sears officially offered to
pay for cleaning the warehouse and clothing, but the Foundation refused,
threatening litigation.
[[30]](dd)Negotiations continued between the
Foundation and Sears until the Foundation finally accepted an offer of $12,500
on 21 April.
[[31]](ee)By then, donations had declined and the
Foundation had few funds to pay its bills. It had resorted to requesting that
creditors take a tax-deductible write-off instead of trying to collect on FFA
accounts.
The Sears flood catastrophe was merely a nail in the coffin of the
Foundation's financial woes. As mentioned before, the FFA had been operating in
the red for years. Wells was able to keep the organization going only because
he financed it through his personal savings. By the time of the flood he had
depleted those funds and the office staff and local media appealed to the
public for financial assistance for the Wells'. Finally on March 24, 1990, the
board of directors of the Family Foundation of America voted unanimously to
dissolve the foundation and sell off its assets to pay off its debts, which had
mounted to almost $10,000.

Conclusion
It would be easy to look at this bankruptcy and poor financial
management and label the Family Foundation of America as a failure. Also, a one
could make a case that the Foundation was a political tool used to further
Wells' political conservatism. But that aside, the most important results of
the Foundation lay in the humanitarian successes it achieved. In soliciting
assistance, Wells frequently listed what he considered to be his most
significant accomplishments. Here is one such list, written shortly after the
flood. 1. Re-opened over 30 schools in El Salvador; 2. Actively support 6
orphanages; 3. Re-built the ancient town of Suchitoto; 4. Built 4
production-teaching buildings -- sewing, agriculture, woodworking, and school
room; 5. Distributed over 200,000 toys each Christmas throughout Florida,
Kentucky, West Virginia, and El Salvador; 6. Sent over 200,000 packages of
seeds to start thousands of gardens; 7. Brought 4 amputee children to our
Headquarters in Edgewater, where they received new artificial limbs; 8. Brought
one child here for a kidney transplant.

Wells' did not find success and achievement in keeping a balanced
ledger, but in extending his resources to the fullest to help those in need.
When he found a need to fill he did all that was possible to fill it, placing
his faith in the American people to provide the means. Wells was a politician,
diplomat, financier, savior and Santa Claus, but above all a humanitarian
utmost degree. It is impossible to count the thousands whose lives were made
better by Ken Wells and his Family Foundation, and one can only imagine what
the world would be like if it were filled with more persons like him.

working there: so intent, so serious & careful not to waste a scrap
scarcely looked up when I entered. I walked throughout, watched, asked some
questions, admired certain pieces in process of work. when preparing to leave,
shaking hands with the adult men teachers & shop men, a boy hurried out of
the sawdust and clutter with the finished box inside this case. He had made the
box alone, hinged, locked, carving and all. name Phillip age 14 years old.

"Hand made cart and horse, a "Saigon Taxi" commonly used all
over the city as a taxi to get to work. Long benches run from front to rear for
passengers. This was a gift to Dr. & Mrs. Wells from the MINISTER OF HEALTH
IN VIET NAM during the war--
1969--we worked throughout
Viet Nam during the fighting , Mrs. Wells in orphanages and widow's camp, Dr.
Wells spent time with President Thieu and aides planning how to have volunteer
clubs such as Kiwanis, Rotary, Exchange etc. for their country, after war

note:"CONTENTS HEREIN: ALL HAND MADE, OR WEWN, OR PAINTED IN
VIET NAM (1969) many of these were gifts to Dr. or Mrs. Wells by Vietnamese in
small towns or shops, just because they really enjoy sharing most anything you
admired. I learned soon not to say much while watching their handcraft
happening, or the artist quickly GAVE IT to me! The 4 BLACK LACQUER PANELS ARE
ALWAYS HUNG TOGETHER, EITHER IN A STEP PATTERN, OR " HIGHER AND "
LOWER. THEY REPRESENT THE 4 SEASONS, SPRING IS THE SMALL SINGLE BULB IN FLOWER,
SUMMER IS THE CHERRY BLOSSOMS, FALL, THE CHRYSANTHEMUMS, WINTER..THE BAMBOO. I
WATCHED THE ARTISTS DOING THIS WORK. SEVEN COATS OF LACQUER GO ON AND THE PALMS
OF THE ARTIST RUB IT SMOOTH. All the gold is REAL GOLD!"
Within the case are a pair of mahogany wood carvings,
approximately 18"x24", made for the Wells in the Philippines, 1969;
an embroidered wall hanging, enclosed in a wood carved frame, with a plaque
attached, stating "Presented to Dr. Kenneth D. Wells from Colonel
Le-Van-Than, Thua-Thein Province Chief," on the reverse an inscription
reads, "Colonel Thau, intimate friend of Dr. Ken Wells, captured by
communists when U.S. Army withdrew. He was sentenced to perpetual torture--his
daughters letter received from Singapore 1981 Col. Thau--alive or dead 1986?
Made of single thread of silk upon silk. Picture of the Citadel, old capitol of
Whey, Viet Nam. Presented to Dr. Wells for service for Freedom of Vietnamese
people."
